SUMMARY: Manages service center to provide public or other individuals with designated services by performing the following duties personally or through subordinate staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  1. Oversees Service Center operations including maintenance, record keeping, supplies, space usage, and resource      rooms.
  2. Supervises and directs staff including program performance, evaluations, review and approval of documents, policy      and safety compliance.
  3. Distributes and implements policy, procedures, program operating plans, and individual assignments.
  4. Coordinates program outreach as well as Proteus representation at community events.
  5. Coordinates activities with Area Managers to meet program and budget goals.
  6. Addresses concerns as they arise with customers, employees, employers or vendors.
  7. Acts as liaison and attends meetings with funding sources, service providers, and other community groups or      networks.
  8. Develops special projects, coordinates office personnel and resources toward short-term community, divisional, or      corporate needs.
  9. Maintains an awareness of community activities, needs and labor market trends.
  10. Acts as liaison between Service Center, divisional, and corporate department staff.

SUPERVISORY RESPONSIBILITIES: Responsibilities include interviewing, hiring, supervising, and training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE: Bachelor’s degree in a related field; or six years’ directly related experience and/or training; or equivalent combination of education and experience.

COMPUTER SKILLS: Moderate computer skills required for data entry, Word, Excel, and other software programs, as required for the position.

LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

CERTIFICATES, LICENSES, REGISTRATIONS: Access to transportation, California driver’s license, and minimum auto insurance as required by law. Maintain a good driving record.

SUMMARY: Under direction, will be responsible for providing overall services in the areas of employer recruitment, development of OJT contracts, job search assistance, vocational exploration, counseling, and the development of participant Individual Employment Plans.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

1.        Initiates and maintains personal contact with employers, job services and community agencies with express interest in the on-the-job training concept and opportunities.

2.        Researches new and existing business, analyzing local job market for the purpose of developing job opportunities.

3.        Provides job search assistance to customers in areas such as application and resume writing, interviewing skills, and job availability through job search classes or customer specific.

4.        Conducts all employer 30, 60, and 90 day unsubsidized employment follow-ups.

5.        Develops job openings.

6.        Provides input into the Individual Employment Plan (IEP) as it applies to job availability and requirements.

7.        Participates in individual case management staffing as needed.

8.        Negotiates and develops OJT contracts with employers and develops appropriate OJT training sites for participants.

9.        Provides counseling to clients, such as motivational counseling and counseling with personal and family problems that interfere with job search activities.

10.        Develops Work Experience and Limited Internships training sites.

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
